What the DeCA is.

DeCA is short for Documento Electrónico de Control Administrativo, the electronic administrative control document. That is the control document that Orden FOM/2861/2012 requires in the public carriage of goods by road, and from 5 October 2026 it has to be digital for domestic transport and for cabotage within Spain.

What the Resolución requires of the file

  • It exists before departure

    The file is generated before the service starts, and the driver carries it on a phone or on paper, always with the QR code.

  • A PDF of up to 5 MB

    With the creation date and the date of the last change inside the file itself.

  • A QR that leads to the document

    Inside the PDF, as required; a separate image is optional. Whoever scans it downloads the PDF directly, with no sign-in.

  • Changes, with their reason

    If something changes during the journey, the new item is added with its reason and the previous one is marked as no longer valid, or a new file is made and the original is kept.

  • It is kept for one year

    The contractual shipper (cargador contractual) and the actual carrier keep the files they generate for one year.

Two ways to create your DeCA free.

Two roads to the same document: from the consignment note you already make, or on its own when there is no consignment note to prepare. Both are for domestic transport and for cabotage in Spain.

From the consignment note

The sheet you already make is ready to be used as a DeCA if it carries the article 6 data and the conditions the rule sets for the case are met.

  1. Make the consignment note

    Sender, consignee, place of loading and place of delivery, goods, carrier and plates. The address book saves every company under its tax number for next time.

  2. WeCMR marks the two parties

    If the collection and the delivery are in Spain, the sheet shows which box is the contractual shipper and which is the actual carrier. If the consignee or an agency that does not appear on the consignment note is the one contracting, you indicate it yourself. The special movement authorisation, if there is one, goes in box 18.

  3. The driver sets off with the QR

    Save the document before departure and share it with the driver: on a phone, on paper, or just the QR code as an image.

  4. The inspection downloads it

    The QR opens the PDF with no account and no password. Every change on the road stays in the same file and at the same web address, with its reason, and the document is kept for one year.

Just the DeCA

When there is no consignment note to prepare: you create the DeCA on its own, with no sheet to start from.

  1. You choose your company’s role

    You state whether your company is the contractual shipper or the actual carrier for this service.

  2. You add one or more services

    Each with its origin, its destination and its goods.

  3. You issue the document

    It gets its number, its electronic seal and its PDF with a QR code that always opens the newest version.

Frequently asked questions about the DeCA.

When does the digital DeCA become mandatory?
Mandatory in digital form from 5 October 2026, for domestic transport and cabotage within Spain.
Can a consignment note serve as a DeCA?
Section Eight of the Resolución allows the DeCA to take the format of a consignment note, of an ADR transport document or of a waste identification document, provided it carries every item of data in article 6 of the Orden FOM/2861/2012.
How much does it cost to create a DeCA with WeCMR?
Right now, nothing. There is no fee, no document limit and no minimum term. The service is in its test phase: free for an indefinite period and being calibrated. One day it will stop being free, and we will tell you first. It will be announced by e-mail to every active account at least seven calendar days in advance, with the prices, the plans and the date it takes effect. Anyone who does not accept the new terms will be able to download their documents and close their account at no cost, and will keep read-only access for the period stated in the notice, which will not be shorter than thirty days.
