Free electronic consignment note: your digital eCMR
The eCMR is the electronic version of the international consignment note of the CMR Convention, recognised by the forty-two states party to the Additional Protocol.
Free: no fee, no document limit and no commitment.
Its use remains optional: it is used when the parties choose it.
What the eCMR is
The eCMR is not a new document: it is the consignment note of the CMR Convention, with the same data and the same signatures, in electronic form.
- The same consignment note, without paper.
- It carries the data of the CMR Convention and the signatures of consignor, carrier and consignee. The medium changes, not the content.
- An Additional Protocol recognises it.
- The Additional Protocol to the CMR regulates the electronic document. The states that have ratified or acceded to it are the ones that admit it.
- Its use remains optional.
- The eCMR does not replace the paper consignment note by obligation. It is used when the parties choose it.
How it is signed
All three parties sign from the browser, with no application to install and no account for the people who only have to sign.
- Each party, from their phone.
- The consignor creates the document and shares a link. The carrier and the consignee sign from their own device.
- No account for the other parties.
- Only the company issuing the document needs an account. Whoever signs opens their link and sees the action that belongs to them.
- Each signature freezes the document.
- The signature stores the whole sheet as it stood at that moment, not a summary or an extract.
Where it applies
The eCMR applies in the states party to the Additional Protocol to the CMR. The official list, with its dates, is on the United Nations page this site links.
- Forty-two states party.
- That is the number of states that have ratified the Protocol or acceded to it. The list changes when a new one does.
- Twelve languages.
- The service is available in the portal’s twelve languages. Whoever signs does not need to read the language of the issuing company.
- It is not the DeCA.
- The DeCA is the control document for domestic carriage and cabotage in Spain. The eCMR is the international consignment note. They are different documents and can live in the same company.
How it is created with WeCMR
The process is the same as a national consignment note, with one difference: the document being signed is the one of the CMR Convention.
- Create the carriage.
- The address book keeps the addresses and the details of the parties so you do not type them again.
- Share the link.
- Each party receives their link or their QR code and acts when their turn comes.
- Download the proof.
- Each signature leaves a verifiable package with the document and the seals, checked with standard tools.
Questions about the electronic consignment note
The doubts that appear before the first eCMR.
- Is the eCMR mandatory?
- No. Its use remains optional. The obligation of 5 October 2026 is the DeCA, the Spanish control document, not the eCMR.
- How much does it cost to create an eCMR?
- Nothing. The account is free, with no fee, no document limit and no minimum term.
- Do the other parties need an account?
- No. Signing or reading the document is done from the link, without registering.
- Does it work in every country?
- It works in the states party to the Additional Protocol to the CMR. The official list is at the United Nations and this site links it.
- Can I use the eCMR for domestic carriage?
- The eCMR is the consignment note of the CMR Convention, intended for international carriage. For domestic carriage in Spain, the control document is the DeCA.
Section Eight of the Resolución allows the DeCA to take the format of a consignment note, of an ADR transport document or of a waste identification document, provided it carries every item of data in article 6 of the Orden FOM/2861/2012. The DeCA in detail
